No lie this just kind of makes me think of Vivi of Final Fantasy (8 or 9). Like you take off his big hat and BLAM in your face hes a magic duck. Totally BA man.

I draw the line art first (outlines of the drawing), then start cleaning it up so it doesn't look messy. Then make the shades you want to use. Shade it in. Then use dithering (using a chessboard like shading effect or similar pattern), which helps the colours blend.
That's mostly what I've been learning on tutorials and pixel art websites such as pixel joint.
There are loads more people that are at least 600 times better than me at pixel art.
The way I do my pixel art isn't the only way. There are plenty of other methods and people that could kick my arse in drawing and make better colour choices.
